Rolled out some new comment

Rolled out some new comment code. Still tweaking but it’s cleaner now. It should handle HTML tags and fake tags like much more gracefully. Although I still have a lot more testing to do on it. I will be adding the ability to have new comments emailed to you (thanks hymie) and the ability to delete your own posts if you posted in the last 20 minutes.
