Pennsylvania Electoral College Plan Could Backfire on G.O.P.

Nate Silver makes an interesting point. Red states have 4.90 electoral votes per million voters, Blue states have 4.09 and swing states have 3.55. Sounds more like Animal Farm than one person, one vote.
